
Pendle Borough Council recognises the important role private landlords have in providing accommodation which meets the needs of a diverse range of households that live in our area. In August 2003 Pendle Council successfully launched a borough wide Voluntary Accreditation Scheme aimed at the Private Rented Sector (PRS). Pendle Landlord and Tenant Accreditation Scheme (PLTAS) has worked very closely through the initial consultation and monthly meetings with local Landlords, Landlord Associations and Tenants groups to draft a code of standard aimed at the Private Rented Sector (PRS) . After a series of consultation meetings, a draft Code of Standard was agreed along with various procedures for the assessment of property and management standards of landlords (Code of Standard).
The purpose of the Code is to raise the standard of the PRS in Pendle by setting out those minimum design, safety, contractual and service delivery standards that tenants can expect when they rent accommodation, and that landlords can promote as part of their letting service when they are members of the Accreditation Scheme. The standards are designed to be clear and understandable, thus minimising the likelihood of misunderstanding and assisting in the resolution of disputes.
