Jargon Buster

The following terms are often used in relation to Housing Market Renewal

Area Development Framework (ADF) - This identifies priority areas for attention within a specified location. It looks into topics such as housing renewal, environmental conditions, economic regeneration, transport infrastructure and social facilities.

Preparing an ADF enables exploration of what needs to be addressed with help from the community and other agencies such as the health authorities and regional development agencies.

Audit Commission - is an independent public body responsible for ensuring that public money is spent economically, efficiently and effectively in the areas of local government, housing, health and criminal justice services.

Capacity Building - this is a broad name for a wide range of support and techniques which aim to build the capacity of individuals or organisations within communities to contribute effectively to regeneration projects.

Conservation Area - These are protected places which have been identified by local authorities because of their special architectural or historic interest.

Early Intervention Projects - These are projects that were started before Elevate received its full funding entitlement. Example projects include housing and environmental improvement and landlord accreditation.

Elevate / Elevate East Lancashire - is responsible for coordinating the Housing Market Renewal programme in East Lancashire. For more information see the What is Elevate page

English Partnerships - The Government's national regeneration agency which helps to support sustainable growth for communities in England.

Government Office for the North West (GONW) - Represents Central Government in the region and aims to work with regional partners and local people to increase the prosperity of the region, promote sustainable development and tackle social exclusion.

Home Zones - A home zone is a street or group of streets designed primarily to meet the interests of pedestrians and cyclists rather than motorists, opening up the street for social use. Legally, neither pedestrians nor vehicles have priority, but the road may be reconfigured to make it more favourable to pedestrians. For example, traffic calming features, benches, play areas or parking bays may be introduced.

Housing Corporation - A public body responsible for the funding and regulation of housing associations in England. This ensures housing associations provide decent homes and services for residents that meet local needs.

Housing Market Renewal (HMR) - is a programme established by Central Government to tackle the most acute areas of low demand and abandoned homes in parts of Northern England and the Midlands.

Local Strategic Partnership (LSP) - A multi-agency body working within a local authority boundary. It aims to bring together different parts of the public, private, community and voluntary sectors within the local community to tackle deep-seated, multi-faceted problems which require a range of responses from different bodies.

Master Planning - this is used to plan major changes in detail within a specific area with a timescale of several years. It aims to create a shared vision for an area which avoids piecemeal change and includes all parties involved within the area.

Neighbourhood Management - This is a process of communities working with local agencies to join-up services at a neighbourhood level. This might include better management of the local environment, improving community safety, healthcare and education and encouraging economic growth in the neighbourhood.

North West Development Agency (NWDA) - is responsible for the sustainable economic development and regeneration of England's Northwest and has 5 key priorities: Business Development, Regeneration, Skills & Employment, Infrastructure and Image.

Office of the Deputy Prime Minister (ODPM) - Is a Central Government agency responsible for policy on housing, planning, devolution, regional and local government and the fire service. It also takes responsibility for the Social Exclusion Unit, the Neighbourhood Renewal Unit and the Government Offices for the Regions in our case the Government Office for the North West.

Pathfinders - This is the name for specific areas identified as a priority for the Housing Market Renewal initiative.

Pendle Partnership - This is Pendle's LSP (See Local Strategic Partnership)

Primary Care Trust (PCT) - They are part of the NHS responsible for the planning and securing of health services and improving the health of a local population. The PCT for Pendle is called, Burnley, Pendle and Rossendale primary Care Trust.

Priority Action Areas - Areas which have been identified and recommended by consultants to be where projects to tackle housing problems should be focused.

Sure Start - The Government's programme to deliver the best start in life for every child by bringing together: early education, childcare, health and family support.
