This vision forms part of Colne's Area Development Framework (ADF), a regeneration plan for the next 10-15 years. It was developed by consultants GVA Grimley after an in-depth analysis of how the town functions and widespread consultation which included walkabouts, hands on planning events and public meetings with residents, local agencies and businesses.
Regeneration will play on Colne's strengths including:
A rising population and household growth.
A buoyant housing market for all types of property in some areas.
Affordability of homes
Heritage value and distinctive townscape
Wide choice of schools
A cohesive and active community
Target areas for Housing Market Renewal funding cover the wards of:
Waterside
Vivary Bridge
Horsfield
The regeneration of these areas will help revitalise Colne as whole and will bring benefits and more opportunities to the wider Pendle community.
Pendle Council is working with the Colne community in trying to overcome challenges which include:
An over-supply of pre 1919 terraced housing in certain areas
A limited choice of housing type and style available
A decreasing number of people owning their own property, so increase in the private rented sector
High long term unemployment and benefit dependency due to the decline in manufacturing
Crime and community safety
Acute traffic congestion and transport accessibility in the east of the town.
