Proposed Projects for Colne

The initial funding for Colne will provide for two years' worth of projects outlined in the Area Development Framework (ADF). Colne's ADF will be regularly reviewed through consultation over the next 10-15 years. As the ADF sets general strategic guides, further consultation will take place to refine these plans and add more detail.

General Plans

The ADF also outlined a range of proposals and possible projects for implementation over the next 10- 15 years both within the Priority Action Areas and in the ADF area as a whole.

The ADF has identified five Priority Action Areas:

North Valley
Upper North Valley
Town Centre
South Valley
Lower South Valley

North Valley

This area was highlighted in the Colne ADF as an area for early acquisition of properties for demolition, together with group repair/refurbishment of selective terraces. See the Projects Underway section.

Lower South Valley; South Valley; Town Centre; Upper North Valley

Work in these areas could include a mixture of:

Establishment of a 'rotten tooth' scheme to deal with empty problem houses in otherwise sound terraces and streets
Group Repair and facelift of properties
Renovation schemes
Public realm and townscape improvements
Provision of a range of new homes
Master-planning

Neighbourhood Management

A Neighbourhood Management Team will be established in Colne in Summer 2005. The team, one of four in the Housing Market Renewal Area, will work to co-ordinate Council services in a better way and to tackle a range of problems such as community safety and poor environment.
