Planning - Environment and Conservation

There are just over 300 buildings in Pendle that the Secretary of State has considered to be of special architectural or historic interest. These are 'Listed Buildings' and are subject to strict controls. It is an offence to alter, extend or demolish a listed building without consent. It is recommended that owners of listed buildings seek advice from the Conservation and Environmental Improvements Officer.

There are currently ten Conservation Areas in Pendle with architectural or historic interest. New development should preserve or enhance the character of these areas. Additional controls apply over the demolition of buildings, and works to trees. Scheduled Ancient Monuments include structures or features of historic importance and are protected by law against works which would affect them in any way; there are eleven in Pendle.

English Nature has designated a significant area around Boulsworth Hill as a Site of Special Scientific Interest, recognising the need to protect wildlife and habitats. The area is also recognised internationally as part of the South Pennine Moors Special Protection Area in order to protect migratory birds. Pendle Hill and its environs are part of an Area of Outstanding Natural Beauty. Trees can be very important features of the countryside and of urban areas, the finest examples being protected by Tree Preservation Orders. Orders prohibit the removal, lopping, topping or willful destruction of trees without consent. There is a programme for making new tree preservation orders.

The team responsible for environment and conservation can advise on these matters, and has prepared a more detailed Built Heritage Strategy, entitled 'Laying Foundations'. A 'Heritage Map' project in partnership with Parish and Town Councils is underway and will assist the authority to draw up a list of locally important buildings. The team also advises the Council on landscaping schemes submitted as part of new development, and proposals for community woodland.
