Rate relief for Village Shops, Post Offices, Food Shops, Public Houses and Petrol Filling Stations.
Rural Settlements (Villages)
The Government has set guidelines for the definition of villages for the legislation. The definition follows recent studies of rural areas for housing association purposes. Most areas of Pendle meet the rural area criteria although the settlements or villages must have a population of 3,000 or less.
The following list has been compiled from the Council's list of parishes which meet the population and area criteria:

- Bracewell and Brogden
- Blacko
- Foulridge
- Goldshaw Booth
- Higham
- Kelbrook and Sough
- Laneshawbridge
- Old Laund Booth
- Roughlee
- Salterforth
- Trawden
- Winewall
